Private Road Maint...Mandatory?
Twelve parcels with dirt road. No organization yet exsists, (it is being formed) but can the voluntary members ever impose maintainence dues on everyone?

Is the road public or private? Your header says private, but your question doesn't mention it one way or the other.
Theoretically, yes, an owner could propose an organization to provide road maintenance, which would then assess dues or payments to maintain the road.
Alternatively, an owner could bring a lawsuit to force the other owners to cooperate, and that could be somewhat expensive.
