Property Deed is not filed at Assessor's in real owners name

The Assessor's office has the VA listed as the owner of the property. It's a document that was filed a year before my parents got a loan through the VA to purchase the home. That was 16 years ago.I was told that after the closing of the sell of the home, that the owner's (my parents')would have the deed to the title in their name and that the mortgage company holds on to it until the loan is paid off. My father is deceased a few years now and the loan was transferred into my mother's name. The mortgage company tells my mother to call the VA to have them take their name off the deed at the Assessors. The VA tells her that they do not have the deed, therefore they cannot change any information. No one on either end seems to understand or acknowledge the problem.Is the mortgage company at fault for not filing? Who's problem is it to fix? My mother wants to sell her home, but she needs to find out if she can,legally. I helped her look through 16 years worth of paperwork on everything to do with the house. There is no copy of a deed. Please help!!!

I don't believe that I have enough information to answer your question but I can give you some general assistance. The mortgage company woul dhave held a deed of trust which they have to reconvey at the time the loan is paid in full. The VA would not have this document. You need to contact the mortgage company and ask for their reconveyance department or pay off department. Otherwise, you will have to seek an attorney to resolve this problem.
