Property line rights
Do I have the right to cut tree branches growing over fence
onto my property

You may take reasonable measures to trim any overgrowth. You should make sure you know where the property line is located and that you do not cause any harm to the tree.
It may be best to ask your neighbor to cut them within a set amount of time, or inform her that you will be doing so.
