can a person force an easement road on private property?

Depends on the exact circumstances. A person who owns a piece of property is entitled to access it - generally for ingress, egress and utilities - to support the use of the property in a manner consistent with the area or neighborhood.

When this is done casually it is called a prescriptive easement. Othertimes there is a document which becomes part of the legal description of the servient tenement (the property that has the easement located on it).
