Raffle off my home

I am looking into the possiblity of raffling off my home. I'm thinking $100 per ticket, with a minimum participation of 3,000 tickets sold. As long as each purchaser is kept track of, so that monies are returned if the 3000 minimum is not met, would this work?

I've seen this proposed before. The issue is whether you can convince 3000 people to participate, or not. If this went sour you could be sued (theoretically) so you'd want to have a plan for what happens in the event you don't get 3000 participants.
