can a seller simply refuse to sell a home
that they have listed with a broker to
someone simply because they don't like
them?

Read the contract; see what it says. The seller can refuse to sell so long as he doesn't breach his listing agreement with his broker, AND so long as his reason for refusing to sell is not discriminatory.
