During a recent windstorm, a large fir on my property fell onto my neighbor's property. Fortunately, no real damage was done other than downing a power line that serves my neighbors and me and breaking part of his fence. However,an issue is that the local power company some months ago a) sent out an arborist to take a look at some trees near the power line and b) said they would remove trees within 10 feet of the line. The fallen tree was one of these. My neighbor feels that the onus is on me to have had the tree removed; I say the power co is the culprit because they said they'd remove the tree and they didn't.

Have you considered contacting your homeowner's insurance company? Bottom line is that the tree is (or was) your property, and you are thus responsible for dealing with it.
That's my take; another attorney will likely disagree with me, but I don't read here that you had an enforceable agreement with the power company to remove the tree.
