Honestly - not much. You have to overcome your loca; government's desire for tax revenue.

Your remedy is to move or use the administrative process to object to the development. Is there a shoreline or a wetland? You can slow them down with that - also, with concurrency - the idea that local services have to be able to handle the increased traffic and population. That will slow but not stop the growth.
