Legal Question in Sexual Harassment in Washington

whistling

Outside of school and outside of the work place; Is it against the law to whistle or make verbal flirtous gestures (i.e. Hey Cutie!) to women in public places such as in beaches or in city streets? Can this be filed as sexual harassment?
