Legal Question in Traffic Law in Washington
I was given a Letter of Reprimand for traffic infractions on post but I still have to appear before the United States District Court for the same infractions, is this a form of Double Jepardy?

Afraid not. First off, double jeopardy only applies to criminal charges. More importantly, military installations have broad discretion to limit drivers' privileges. That is completely separate from the government punishing the driving with an infraction. That doesn't mean that you can't fight the ticket, you definitely can. But even if you win, that doesn't mean the reprimand goes away.
