Legal Question in Traffic Law in Washington

Placement of stop signs Washington State

I live in Poulsbo Washington where we have a very serious traffic proplem. having a five way stop I have been informed is illegal in WA. I have all these pubilc servants making new excuses and every turn, including the publics support.

Who would know the law about such a thing as placement of stop signs?
