can a police officer going in the oppisit direction turn around and pull me over without any cause or violations/traffic infractions

The police can't legally stop a car for no reason at all. But until you read their written report, you may not know what the reason was, unless they choose to tell you. Violation of this rule can lead to the exclusion of any evidence that the officer found as a result of the stop.
