Running license plates
An officer has authority to run a plate on any vehicle on a public road (or public property).
If an officer runs a plate on a vehicle that is registered to a suspended driver, he has authority to stop the vehicle IF the physical description of the suspended driver is similar to the individual operating the vehicle, e.g. gender, race, etc.
In other words, a female driver cannot be stopped simply for operating a vehicle registered to a suspended male driver.
