Is it fair? No, probably not. But it is legal, based on the information you provided. When there is no response to an infraction within 15 days, the court has the legal right to find the infraction was committed and, if not paid promptly, to send it off to collections. When they do that, they also notify the DOL of the failure to respond (FTR), and the DOL suspends the driver's privilege as a result of that.
It is fairly easy to fix, depending on the court where the ticket was issued. I recommend you contact an attorney who practices in that county, or at the very least call the court clerk and ask how to get the ticket taken care of.
After the unpaid ticket is 'fixed', you will probably need to contact DOL to arrange to reinstate your license, there is a fee required and they can possibly require you to re-test, depending on the facts of your case.
