As a beneficiary when my brother died, can I owe money to the people that handled the will ? The person appointed to handle the will sent me a copy of the court approved expenses. I never hired them to do work for me. I just wanted what the will stated.

I'm sorry to learn of your loss of your brother. This situation does not make it any easier.
There can be creditors of the estate, which means the decedent owed money to someone and that someone can make a claim and recover what is due. It is paid by the estate on behalf of the decedent (who originally owed the debt). If that is the case, it may be that you are receiving a copy of the creditors claim; but if it's not you shouldn't typically owe money to anyone who wrote your brother's will. Both the will and whatever is being sent to you should be reviewed by an probate attorney as it isn't quite clear though.
