Community property vs a will

Mother left a will giving her half of the home to her 3 children, Father is still alive and living on the property. Is he able to refinance, or sell the house without the consent of the children ? What is the responsibilities of the children regarding the property?

There is not enough relevant information provided in this question to arrive at a conclusion except for some general concepts. The father can assuredly sell his interest, such as it is, in the propety. What the transfer of possession/occupation situation would be I can not say without more information. As to what the responsibilities of the children are, I can not say without knowing what their interest is.
