Apparently, that may already have happened? Joint tenancy with right of survivorship account are designed for two people, who have equal rights to the money while both are alive. When one dies, the survivor then has exclusive rights to the account and the money.

If there were more than two names on the account (in this case, the deceased person and more than one sibling), the account was probably not a joint tenancy with right of survivorship account and the other siblings shown on the account may have equal rights to the total amount ($72,000). You did not provide enough information for me to provide an answer with much certainty.
