a person living abroad dies - which law applies

My brother died in Europe. He was a U.S. citizen though he lived in Germany for 35 years. His last U.S. domicile is not readily known. His will leaves his possessions to me, his sister and his German ex-wife. The judge in Germany needs to know what law applies to his will, his last domicile or place of birth or ? And can a petition to the court change the juridsdiction to determine the validity of his will to the most convenient place?

Last domicile would control. Where did he live/work last before he moved to Germany? Was he in the military while over there? If so, the military may have his recorded last state of domicile. Place of birth is not controlling.
