Does the representative of an estate have the power to determine the conditions of repayment of a debt to an estate

If there was an agreement as to the terms of the repayment made between the deceased and the debtor, the payments would be made under the terms of the agreement. If it is a debt just specifies an amount owed and no terms of repayment, if you can't negotiate terms of repayment, you may have to litigate it; the PR can not force terms unilaterally.
