My mother recently passed away and left me her vehicle. Re: release of title upon payment of credit card

Without knowing more, and I would have to know more before giving a definitive opinion, the vehicle probably remains in the estate unless your mother gifted it to you before her death. As such any claims against the estate may be satisfied with estate assets. Therefore, in this case the estate asset available to cover the debt is the vehicle. However, administration expenses are paid prior to all creditor claims. As such, you could charge a fee as Personal Representative of the estate and that fee could be covered in part by the value of the vehicle. Again, any attorney would have to know much more before rendering an opinion but this is a start.
