Does will executor have a time limit on settling the estate?

My brother is the executor of my mother's estate. Although she died 4 years ago, he has yet to decide to rent or sell her house (we 5 must share taxes and upkeep while he futzes around), and he flies up maybe 2x year with several friends who are ''working'' on the house, all of which the estate pays for. Is there a way to compel him to settle up? We other 4 don't agree on what to do, but SOMETHING needs to be done. He lives in CA.

Yes, a personal representative has many duties, including to settle the estate as quickly as possible without sacrificing it. Plus the trips may not be considered a necessary expense of the estate.

Further, sometimes a personal representative can be removed and another appointed.

You, or any of your siblings, should talk to a lawyer who handles probate litigation.
