declaring bankruptcy on school loans

My question is would I be able to declare bankruptcy on school loans that I have went default on back in 1996?

Probably not. They are not old enough. The only chance you might have would be to show the court that it would impose an undue hardship upon you and your family to pay them. That is a heavy burden, and relief is seldom granted.
