I signed a contract with a business to take pictures of my weding at a resort. I paid him half up front, and then the carona vivus hit and the Governor shut everything down and the resort closed, weding canceled and now business will not refund my money

If the agreement has been rendered impossible for a party to perform with no fault of their own then there is no legal justification for them to keep your money. That is called unjust enrichment.
If they are also in WV and the amount owed is under 10K sue them in the small claims court.
