Legal Question in Consumer Law in West Virginia

Purchased a home/taxes

I purchased a home back in August of 2005, I paid my taxes as soon as I found out about them and whenever I received a statement about upcoming taxes that were to be paid, I paid them ahead of time. The property taxes were saying that I was behind on taxes but I have receipts stating when and how much I paid as well as ''bills'' for the taxes. The tax department is telling me that the taxes are from the year before I purchased my home. I checked my closing papers and there was a credit given to me for the taxes and then I paid them current as they sent me statements. The man that I purchased the house from cannot be contacted... he moved to California. Is he liable for paying the taxes for when he owned the property? The sheriff's office is telling me that if I don't pay within two weeks that they will sell my property at a public auction. What can I do to fix this, how can I make the previous owner pay (if he is liable), and can they make me pay more than what the tax ''bills'' say that I have to pay even after I've already paid what they've asked of me? Thank you for your time and sorry I've been so long winded.
