Credit debt of deceased mother

My mother passed away last month leaving nothing but a home which still has an 80% balance on the mortgage. She has two credit cards totally approximately $2500. She left no insurance, no burial monies, no money in her checking account, no savings--nothing. The credit card companies keep writing wanting info for collection. Can they legally collect on these unsecured credit cards?

Was there a will? WHo is the Personal Representative? That person will have to sell the home, pay off the mortgage and other debts before distributing the proceeds if any.
