Legal Question in Credit and Debt Law in West Virginia

No invoice

I received a call from a collection agency, and when I agreed to pay if they would send an invoice or something in writing, they said that they could not mail me anything. They also told me that I could not mail in a payment it had to be a check by phone, debit or credit card, or that I could do a moneygram. Why can't they send me somehting in writing, and why can't I mail them a payment? It has actually made me a little nervous because the call was also blocked. I have received notices from a collection agency before and they always send something in the mail. They also send a prepaid envelope to remit payment. They also told me that if I didn't make a payment to them, I would get sued for three times the amount owed. How is that possible?

Sounds like a scam, and a clear violation of the Federal Fair Debt Collection Practices Act. You may wish to enlist the aid of an attorney.
