Open Warrant/Bad Checks

I have this friend that has just recently found out that she has an open warrant out on her from 7 years ago for bad checks she wants to get them taken care of how would she go about doing it it was in West Virginia were this happen someone told her that it may be dropped where it was so old is it possible?
