Statute of limitations for sending an invoice for services

Is there a limitation on time that a business can submit an invoice for payment?

The situation is: services were performed a year and a half earlier by a contractor. There was no written contract or oral agreement stating price. The job included patching the flashing around a chimney. The work performed may have only taken one half hour. No invoice or document was given to customer for signature stating that services were performed.

No contact was made by contractor prior to sending the invoice a year and half later. The invoice is in the amount of $115.00. Is there a West Virginia statute that states invoicing for services need to be made in a reasonable amount of time for payment in an instance such as this?

The statute of limitations for an implied contract or for any other verbal contract is five years. In the absence of an agreement as to price, a contractor is entitled to recover the fair market value, or the quantum meriut "as much as it is worth" value of the services.
