can i proscute my father for molesting me when i was a child with me living in ca and him in wv? is there a time limit on the case?

It doesn't matter where either of you live now. The prosecution would have to take place where the crime occurred when you were a child. You should contact the prosecutor with jurisdiction in the county where the abuse took place.

The statute of limitations, time limit for filing a complaint, would depend upon which state the conduct occurred, and your present age. In many states the statute of limitations is tolled during the time the injured party is a minor.
