Can being intoxicated or under the influence of drugs be a way in which you can have a written police statement voided?

Yes, depending on the circumstances. It's certainly not automatic. It would depend on how "under the influence" the person was, what actions the police took to ensure that the person was thinking correctly, what the statement said, etc.
