Legal Question in DUI Law in West Virginia

My friend recieved a DUID (driving under the influence causing death) charge in 2003 in Charleston, WV. She is now 23 yrs. old. She was only driving on a learners permit at the time of the accident. How or where does she begin to get a license? She is off probation and is trying to get her life back together. But we don't have a clue where to begin. I'd appreciate any information possible.
