high school exams
My state wants to implement a performance test for career and technical education classes, they want private citizens from industry to administer and score this exam. is there any law that states this can not be done

This is a great question. Off the top of my head, I don't think they can. You should contact immediately a representative of the teacher's union in your state. I am sure that they would object strongly to this since it usurps their authority with regard to testing. You didn't mention who would write the questions. I think it would be approrpriate for knowledgeable people from industry to offer questions; however, I don't believe that industry would be competent or objective to administer and score. You may also want to take this up with your state legislator.
