child vistitation and rights

I had to file for child support to get a medical card for my daughter in the state of WV. My ex hasn't seen her since she was 3 months, she is now 15 months old. He asked for a dna test in dec. I got the results a few days ago and of caurse he is the father. Can I get him to sign over his rights? My boyfriend wants to adopt her but it will be a while before we do anything like that, If I can't get him to sign rights over, then how to I keep him away, He is a drug addict, and I have good reason to believe that he even molested a little girl from a previouse relationship, that he now claims also isn't his. I don't want his child support. I just want him to stay away from my daughter. I'm only intrested in what is best for her. Please help.

You need to cut all financial ties with the state and terminate the existing child support order. The have existing father sign a Consent to Adoption form, waiving all legal parental rights and affirmatively consenting to the adoption of the child by your boyfriend. You also need to sign a Satisfaction of Judgment regarding all unpaid past support, to the extent you can legally do so. (Keep in mind that you can only "satisfy" and relieve the debtor of the debt owed directly to you. You cannot relieve the debtor of any part of the obligation that is owed to the state, as might be the case if you were receiving public assistance money.)
