Legal Question in Family Law in West Virginia

Can a Judge do this?

My sister and her husband are divorcing because he cheated on her with a co worker. They have been seperated for a year and a half. He now lives with the woman and they now have a child together even though he is still married. My sister met someone also. The judge told my sister she had better not get pregnant before the divorce was final but she is pregnant now ~ not by the ex. She and her ex are in agreement on the property, etc. and want to get on with their lives. The judge has now put the divorce on hold and told her he will only grant the divorce if she marries the baby's dad on the same day as the divorce and that he would perform the ceremony. Keep in mind the ex and his girl have a child and are not married but the judge said nothing to him. He really dislikes women. Can he force them to marry? Can they seek a new judge?
