In El Salvador?

You can go to El Salvador with your birth certificate, passport, medical certificate of good health and is all. She must have same papers: birth certificate, medical certificate, passport or ID.

When you get marriage, is possible back to US contacting to US Embassy for request a permission for travel to US if you want.

I suggest you get marrige in US because speed up the process, but if you want in El Salvador, is possible and quick and later you can request for her green card.

You can file for fiancee visa...it takes about 8-10 months. Though I am in California...I can do your paperwork from here.
