Under what conditions can a landlord refuse to renew a lease agreement with a current tenant?

ANy conditions. There is no obligation to renew a lease. Usually LL's will want to renew, IF the tenant has paid on time, IF there has been no damage, IF the tenant didn't disturb other tenants, etc. etc.

But there is no obligation to renew.
