WV Good Samaritan Law

My business law book states that only medical professionals or cpr certified may administer aid to those injured. Wikipedia.org states that some jurisdictions allow any layperson to administer aid. I was wondering if WV is a jurisdiction that allows laypersons to administer aid, how many jurisdictions allow laypersons to administer aid, and when the good samaritan law was put into effect.

The purpose of "Good Samaritan" statutes is a matter of public policy, that is to grant immunity to persons who come to the aid of an accident or crime victim. The idea is to not allow the prospect of civil liability serve as a deterent to good faith aid to such a victim. West Virginia has such a statute which was adopted in 1967. It applies to any person including a person who is licensed to practice medicine or dentistry.
