homeowner rights to construction on adjoining property

there is an empty, fenced lot between my house and a church on my street. the church owns the lot and my house and the church are on the same side of the street.the living room and kitchen window look out on this empty lot. a church representative came over to my house and told me that the church was going to build a 24 ft high recreational building on the lot. the proposed building will obstruct my view of anything except the church building from my living room and kitchen windows. the church wants me to sign a document saying that i have no objections to the construction of the building. i will not sign the document. when constructing the building, the church will dig into the sewage line leading to my house, possibly causing damage to my house. the town i live in tells me i have 30 days from notification by the church to give the town a written list of my complaints to the construction of this building. i need to know the complaints to put into this letter and if i need to retain a lawyer. i bought my house 3 years ago and at no time during the buying process was i notified by any party of the intention of this building construction. any help would be appreciated.
