Do inhertance rights pass to your heirs

My aunt died in west virginia, her will named her siblings and strated that all siblings surviving her at time of her death should inherit equal shares of her estate. She had three surviving siblings at the time of her death. In the mean while, one of them has died, and the others are aging. The administrator is not quick to distribute the estate, (2 1/2 yrs). In West virginia does the siblings inherited right to a share pass to their estate if they die?

Yes. The estate of the deceased sibling would be entitled to distribution from the estate of the prior deceased sibling.
