Settling an estate

My father died 3 years ago leaving a house to be split evenly between his 4 children. No will has ever been filed and I am not sure if one existed. My oldest sister is administrator but has not given the rest of us any reports or updates. I just got a certified letter that the house has a lien now due to unpaid taxes. I can pay the taxes but need to know my rights. I just want the to be placed with a real estate agent so it can be sold. It is empty with no utilities and I'm not even sure it is insured. Can I go over my sister's head to get this taken care of?

You can force the sale of the house by initiating a partition suit. This will cause the house to be sold on the Court House steps.
