Legal Question in Wills and Trusts in Wisconsin

My sisters husband was diagnosed with terminal lung cancer 9/6/12. He was a mechanical engineer for Cray Reasearch after many years at Control Data Corp. Being very meticulous he always kept on top of all situations and wrote a will immediately after the diagnoses having her sign it. He passed away 3/8/13. He had added her name to access the safe deposit box containing the will which gave power of attorney and rights to possess and or sell his assets. My sister contacted his sister to inform her that she found the will and combination to his home safe. His sister was very upset stating she couldn't understand how my sister could access the box because she(the sister)was co executor of the will. My sister contacted the law firm that her husband contracted the will and was told both co executors must be present to discuss the provisions of the will and my sister should provide a copy of her prenup. After reading the prenup it states no changes can be made to the will without my sisters signature, which never happened. Evidently the addition of co executor happened 1/13/13 when her husband was in hospice care at my sisters home. I Visited him at that time and can hardly call him (of sound mind and body). Something's fishy.
