Can a person declare bankruptcy on driving violation tickets?

Fines, penalties and regulatory actions of the government
are generally not dischargeable in bankruptcy. A
Chapter 13, however, can be a useful tool for paying
past due fines over time, so long as they are paid at the
rate of 100% over the plan.
