Will a chapter 13 be able to lower my mortgage payment and roll the unpaid balance to the end of my mortgage if a modification is not granted?

This is exactly what chapter 13 was designed for, although it does not work for everyone. The maximum plan length is five years or 60 months so you can get a rough idea of how much the mortgage arrears catchup portion of your plan payment would be by dividing your arrears by 60. If your plan is confirmed and you catch up within the five years, the bank is forced to reinstate your loan. Of course you must also continue to make your normal payment during this time. You also must pay something to your other creditors plus administrative expenses.
