Welcome to public utilities regulation by the State of Wisconsin. Yes, they can. Visit the State of Wisconsin Department of Administration website to see the range of programs available for low income residents in terms of defraying utility expenses, and look at the Public Service Commission of Wisconsin (PSCW) website as well. I'm not defending it - just saying it's a long established practice, yet another income transfer program courtesy of the Badger State.
