Does her son have power of attorney or guardianship of your wife? If so, depending on the document or court order, he might be able to make this type of decision to prevent the contact. I would suggest that you send him a certified letter asking him to provide you with any such document or Court order. If not, or even otherwise, you might be best to speak to an attorney in the state where she is living to see what to do, including petitioning a court to grant you access, etc. You can also seek to have your wife moved back to Wisconsin and for you to have guardianship of her, depending upon what her son has done in the other state.
