Does a suspected criminal, have a right too file a civil suit, against a security company who used excessive force, too detain that person until the police arrived,When the alledged crime was retail theft in the monetery amount of $100.00 dollars?

Yes. You can sue under civil law, but the damages will have to support the claim.
