How can I get cell phone records of my ex-girlfriend, she has been harrasing me for months calling me from an unknown number. I reported this to the police.

You might have the ability to get the cell phone records, if you filed a lawsuit and served the cell phone company with a subpoena, but you generally would not be able to get them otherwise. On the other hand, the police and/or the District Attorney's Office would have the ability to obtain those records.
