How do you get an id if they wont give you a social security card or an id with just a birth certificate? and the birth certificate is all the proof of who I am.

I am unclear why you would not be able to get a replacement social security card. You should contact your closest Social Security Administration Office to find out what proof of identity you will need to get the replacement card. You should also be able to get either a Wisconsin Driver's License, if you can be licensed to drive, or a State Identification Card, through the Wisconsin Motor Vehicle Department. You should also contact them to find out what documents you will need to provide to them for the card to be issued. The Wisconsin Identification Card looks very similar to a State Driver's License.
