Invasion of Privacy
If I videotaped my neighbor, from my property, steeling gas from his company truck-which was parked in the street, is that considered an invasion of property if the tape was turned over to the company he worked for (for no monetary return)?

Under the current state of the law those actions which one takes in public view are not protected by privacy considerations. One has no expectation of privacy when one does things where s/he may be observed by the public. Under the facts you have recited there has been no recognized invasion of privacy and thus no legal wrong.
As a matter of policy it is not calculated to make the neighbor happy, or course. Living next to him after the event you describe may be unpleasant.
