Is is considered Libel or Slander to file a complaint about a veterinarian to a veternarian board?

If the information submitted was false, and if the submission was done with the belief by the sender that the information submitted was false, and if it can be proven that damages were incurred by the vet as a result of the false information submission, then the vet might have a claim against the sender for damages.
